VAVUNIYA, SRI LANKA – Marking a historic milestone in the nation’s science and technology landscape, the Ministry of Science and Technology officially inaugurated its first Vidatha-University Collaborative Incubation Center (V-Incubator) at the University of Vavuniya on January 23rd.
The ceremony, which signals the start of a decentralized innovation revolution, was more than a ribbon-cutting event. It featured an extensive Innovation and Entrepreneurship Exhibition showcasing the ingenuity of local inventors. In a significant move to inspire the next generation, the Ministry also launched school science societies in collaboration with the National Science Foundation (NSF) and young inventor clubs with the Sri Lanka Inventors Commission (SLIC) across the Vavuniya, Mannar, and Mullaitivu districts.
Bridging the Gap: The Vavuniya Model
The new center is designed as a Tier 1 facility, providing high-end laboratory infrastructure to rural entrepreneurs who previously lacked access to technical validation. In its initial phase, the Vavuniya center will offer:
- Scientific Testing: Microbiological and chemical analysis.
- Quality Assurance: Nutritional analysis and regulatory compliance support.
- Market Readiness: Specialized product packaging and labeling facilities to enhance commercial appeal.

A 142 Million LKR Investment in Innovation
The government has committed substantial resources to ensure the success of this initiative. A total of 90 Million LKR has been allocated for the establishment of six university-linked incubation centers this year.
Beyond the universities, the Ministry is expanding its reach deep into the community. An additional 52 Million LKR is dedicated to upgrading 25 Vidatha Resource Centers into “Mini Incubation Centers” (Tier 2) across every district in 2026. Locations such as Meerigama and Karandeniya are slated for upgrades later this year.
The Way Forward: A National Rollout
The Vavuniya opening is just the beginning of a rapid national expansion. The Ministry has confirmed the following upcoming launches for February 2026:
- University of Ruhuna (Faculty of Agriculture, Kamburupitiya): Opening February 12th.
- Eastern University, Sri Lanka (Batticaloa): Opening February 25th.
Future centers are also planned for Kelaniya University and other key regional hubs to complete the six-center framework for the year.
